Wastewater Collection System Rehabilitation (RD1A)
This Project’s goals include eliminating infiltration, extending the structural service life of the sanitary sewer, rehabilitating the structural defects, and improving flow capacity in the wastewater collection system. The Project consists of approximately 5.4 miles (28,400 feet) of cured in place pipe lining (CIPP) of existing 8-inch to 30-inch diameter sanitary sewer; cured in place manhole lining (CIPM) for approximately 85 structures, and removal / replacement of approximately 66 sanitary manhole frames and covers. Additional work includes trenchless spot repairs at 3 locations, and installation of 9 internal drop structures. This Project will require reduced water usage from the residents, cooperation of relocating vehicles for on-street parking, safely traveling through a detour along US-31, and potential dye testing inside the owner’s residence for service reinstatement. For the week starting 10/19/20
Work completed last week: Contractors did not rehabilitate any manholes with Cured-In-Place-Manhole lining technology (CIPM) this week. Dye testing for multiple properties has also been occurring to identify the active sewer leads to the homeowners in Manistee. Cured-In-Place-Pipe lining technology (CIPP) occurred on six pipes this week. The US-31 lane closure was utilized for dye testing this week.
Total rehab work completed to date: Manholes rehabbed with CIPM lining technology in the project thus far: 80 / 85 structures (94.1%). Pipes rehabbed with CIPP lining technology in the project thus far: 54 / 103 pipes (52.4%).
Anticipated work this week: Cured-In-Place manhole lining will continue this week on two manholes located on Melitzer Street and on Hughes Street. Cured-In-Place pipe lining operations are scheduled to take place this week on eight pipes, with one crew. All east-west crossing streets between First Street and Ninth Street will still be required to travel one-way along US-31 due to the Contractor needing access to each intersection on US-31. This work is tentatively scheduled to be completed by the end of October.
Prior to pipe lining operations, dye testing operations may be coordinated at your residence to locate sanitary sewer services within the Right-Of-Way. One of the project goals is to eliminate as many inactive sewer leads as possible to reduce infiltration into the sanitary sewer system. Homeowners shall be notified ahead of time via door hanger that lining operations will be in the vicinity of their homes. Additionally, if lining work is to occur along local streets with on-street parking, there is a possibility that temporary no parking signs will be placed by the City of Manistee due to limited working space. This will only be occurring for 1 day at a time unless problems arise.
Though rare, residents could experience “burping” within toilets or sinks when cleaning operations are present. Please see the sewer rehab letter posted on the City website for additional information regarding the sewer cleaning process, details about the project, and potential future dye testing procedures that may be required to occur at your residence. If your residence requires dye testing, you will be notified in advance to coordinate with the Engineer and Contractor to successfully locate your sanitary sewer lead.

Street, Water Main, Storm and Sanitary Sewer Improvements (RD1B)
This Project’s goals are to decrease flooding, lower groundwater elevations, provide stormwater outlets to relieve pressure on the sanitary sewer system, upgrade under-sized water main, repair broken sections of sanitary sewer, and reconstruct 9 blocks of City streets. This Project consists of approximately 3,900 linear feet of 12-inch to 24-inch diameter storm sewer and associated roadway improvements, reconstruction including replacement of 900 feet of water main, and sanitary sewer spot repairs throughout the City. This Project will require coordination from the residents including times of reduced water usage, cooperation of relocating vehicles for on-street parking, drive access, and reconnecting water services. Update:
For the week starting 10/19/20
Work completed last week: The Contractor was able to pave the final course of asphalt on the entire project. Topsoil was also raked from the parkway to the top of the asphalt in the areas disturbed from construction in preparation for seeding. Hydroseed and mulch was also applied to the topsoil. USDA-RD, the City, and Spicer Group completed the pre-final on-site project walk through meeting.
Anticipated work this week: The Contractor plans to continue to work on punch list items and complete site restoration.

This Project consists of approximately 1,070 linear feet of road reconstruction and 950 linear feet of 18-inch to 24-inch storm sewer improvements and associated drainage structures. This Project will require coordination from the residents for cooperation of relocating vehicles for on-street parking, drive access, and reconnecting water services.
